15, I a a a a a a in in 48-THE SUNDAY NEWS, SEPTEMBER 5, 1971 Trips Continued From Back Page in the Smithsonian, after the cafeteria and the gift shop, was an exhibit of farm machinery and a large swinging pendulum. "hem The pendulum used to demonstrate the rota. tion of the earth as it slowly moves its swing in a full circle, GIVE IMPRESSIONS There were other impres. sions of the trip from a num. ber of the children.

Matthew Lewis, 13, of 428 Howard Bob Anderson, 11, of 715 Stevens Ave, and Ruby Martin, 13, of 28 Garden all said they particularly imwere, pressed with the tour of the Capitol. Danita Seals, 13, and Winnifred Wilson, 10, of 538 North said they enjoyed hearing the Capitol guide's descrip, tion, and seeing photos Ford Theater, site of the assassination of President Lincoln by John Wilkes Booth. Judy Smith, of 631 Rockland gave high accolades to the bus driver presented a running comas the tour entered and left Washington. For Frankie Hughs, 17, who was aiding the chaperones on the trip, it was her first time in Washington and she said found it interesting be. she cause it was all entirely new to her.

All expenses on the trips are paid for by LYCE. This includes transportation, admissions and each for buying meals and souvenirs. This is a far cry from the ear. ly days of the program when lunches were packed by volunteer parents. LAUNCHED IN 1968 Lancaster Youth for CulturEnrichment began in 1968 al when Calvin Duncan, Dr.

HarRobinson and several othry ers were assured of funding from local anonymous sources. Duncan and Robinson directed the funding in the direction of a youth group formed nearly a year earlier by John Sturgis, Robert Waters, Eugene Boyce and several men to help county youths have a chance to participate in recreational activities they might otherwise miss. The officers of LYCE are now Martin Dees chairman; Calvin Duncan, chairman, Robert Waters, director, and Wilprogram liam Lackey, treasurer. Assistance Continued From Back Page support of the governor's office in its efforts The accomplishment of a more intensive examination of eligibility for assistance may require a further redeployment of staff," she added. Mrs.

Herr said the new regulations would not mean an increase in the local staff. "In the long run." she said, "it should make the operation more efficient because we will be giving the right amount to people and will not be involved in extra paper work." She said that under the previous system of self-declaration, some recipients were caught in the complexity of regulations and, if overpaid, a claim had to be filed and the recipient had to repay the money. This, she said, created a "monumental" job of paper work for the staff. Under the new system of verification, Mrs. Herr said she hopes for a saving in staff time and to avoid making wrong payments which would necessitate repayment by the recipient or place him in the position of facing a possible claim for fraud.

Items of needs and resources that will be rechecked and redetermined every three months in the cases with earning potentials include household and family composition, earned and nonearned income, income expense deductions, assets, rent or other shelter costs, special need items, employability status, and activity in seeking work or training, including registration with the Bureau of Employment Security. Referring to these items, Mrs. Herr said, "We will have to start on some of them next week." But she noted that in the case of employability, the local office has been checking on employables at least every other month for the past year and a half. Currently, she said, the total general assistance claim load in Lancaster County stands at 470. with 57 of these persons considered employable.

The local staff. she said, is working with these people in an effort to put them into paying jobs, thus removing them from the welfare rolls. In urgent cases where documentation or other verification is not immediately available, and the application interviewer finds the applicant's statement about his income reasonable and not in conflict with other facts, assistance may be authorized without the required verification but may not be continued beyond 30 days if the verification is not obtained. ORANGE CHARLES F. SNYDER 414 E. King St. 393 9661 Both Duncan and Dees emphasized the activities of the enrichment program are open to any youngsters who wish to participate and are not reor racial group. The only stricted to any income chase: striction on children entering the program is that they must be between 7 and 15 years of age.

Dees said a conservative estimate of the number of children who have participated and benefited from the program in 1970 was about 500, He also said the number for 1971 is expected to exceed last and hte Washington trip -an The reason for LYCE's existence is to serve the community by allowing people to do and see things they might not otherwise be able to experience, according to Duncan and Dees. In pursuit of this the organization has goal, sponsored six trips so far this year. These include two trips to see the Tadpole Players at the Fulton Opera House, a trip to New York City, an excursion to Dutch Wonderland, and the Washington trip an industrial tour. All of the chaperones are volunteer workers, as are the administrators of the program. The chaperones for the junket to Washington were Mrs.

Sammie Reed. Mrs Blanche Lackey, Ellsworth Wilson and Robert Waters. After several hours at the Smithsonian, Mrs. Reed commented it was "really a miracle no one got lost." The feelings of the children participating were best summed up by Jerome Pompey, 14, of 439 Christian who said, "I think it's a nice thing they are doing and I really appreciate what the enrichment program is Middle Creek Continued From Page One Risser and he has exhuasted all legal appeals, up to the U.S. Supreme Court will be the last family.

The Commission is preparing to initiate condemnation proceedings, picking up the legal thread that was started when the Lebanon County Court ruled on July 25, 1969, that the state has the authority to take the land by right of eminent domain. Risser had filed suit in 1966 to contest this right. Subsequently Risser appealed to the Pennsylvania Supreme Court and lost, and then appealed to the U.S. Supreme Court. The high court refused.

last December, to hear the case FAIR VALUE The Commission now will ask the court to appoint a board of viewers to examine the property and establish a fair market value. That value, however, is still subject to appeal by the landowner. The state has made offers ranging from $47,000 to "around $85,000" for the property but Bowers said Friday that it expects to pay $65,400 for the land if it takes it by eminent domain. The Newmanstown R1 farmer still clings to one last slim hope. Gov.

Milton J. Shapp, who injected himself into the controversy to redeem a pledge that he had made in his abortive 1966 bid for the Governorship, has not vet publicly concurred in the a me Commission's contention that it needs the Risser farm to complete the game preserve. Bowers, however, gives the impression that the Governor has given his tacit approval for a go-ahead. Shapp made an unannounced visit to the Risser farm and the game preserve in June. With Risser standing by his side.

Shapp was told then by Charles Strouphar, the preserve's superintendent, that: LAND IS VITAL "Risser's land is vital, sir, to the project. We definitely need it." He then proceeded to explain that Risser's farm would dominate the preserve's controlled hunting area along its northern border, and that two dams and four floodgates would be built on Risser's land. "If Risser is permitted to remain, it'll upset the entire trouphar insisted. The Governor has admitted being "sympathetic" to Risser's plight and has repeatedly urged the autonomous Game Commission to cake "just a corner" of Risser's farm and permit him to remain in his old limestone farmhouse and work the remaining acreage. The Commission.

and Bowers, have adamantly refused. Bowers said Friday that they recently made "a final offer" of "around $85,000" but that Risser refused to negotiate. reiterating what he has said for seven years, that "my land's not for sale. Bowers indicated that the Commission will pay but $65,400 for the Risser farm if it must forcibly obtain possession.
